Government Relations

Former AmCham-China President Michael Barbalas with Minister of Commerce Chen Deming and former US Secretary of Commerce Carlos Gutierrez.

AmCham-China helps US companies succeed in the world's fastest-growing market. Businesses may face a wide range of challenges in China, including cultural barriers, unfamiliarity with the legal and regulatory systems and other concerns such as IPR protection. The camber provides members with the information and assistance they need, through communication and collaboration with Chinense officials, business support and social networking, along with a rich variety of programs, events, and publications. Our goal is to help make the relationship between China and American companies as constructive as possible for both sides.

Government Advocacy
AmCham-China is regularly involved in promoting a healthy dialogue between US companies and Chinese officials at the national, provincial and municipal levels. The chamber regularly meets directly with representatives of both the US and Chinese governments, often addressing sector-specific issues and those affecting a broad range of members. These issues often include the drafting and revising of laws and regulations that address market access, human resources, tax policy and transparency, among others.

Briefings for US Officials
In addition, the chamber is actively involved in meeting with US Congressional delegations and administration officials, and provides members opportunities to meet with them for discussions on business operations and policymaking.

DC Outreach
Once a year, AmCham-China sends a delegation to Washington, DC, to meet with Congressional members and key executive branch administrators from the US Trade Representative Office, and State and Commerce departments, among others. The Outreach is a valuable opportunity for AmCham-China's members to lobby and recommend steps the US government can take to resolve challenges that businesses face in China and to create a positive trade and investment environment.

The Appreciation Dinner
Each year, AmCham-China hosts a large banquet with national and local Chinese government officials and members of the American business community and US government representatives. Past guests have included high-ranking party members, such as Vice Premiers Zeng Peiyan and Wu Yi, and Commerce Ministers Shi Guangsheng, Bo Xilai and Chen Deming have been keynote speakers at the event in recent years. Many provincial and city officials that AmCham-China meets through the provincial trips program also join us as guests each year. At the 2008 event, the chamber signed 10 strategic cooperative agreements with provinces and local governments throughout China. The agreements are designed to support and promote cooperation between AmCham-China and the different governments to aide member companies making investment decisions in second and third-tier Chinese cities.

Industry Working Groups
AmCham-China's more than 35 industry working groups are driven by the interests and needs of member companies. They create bridges with the US and Chinese governments while helping members share information relevant to specialized areas of business. One of the major ways they do this is through the annual White Paper, the definitive document on the state of American business in China. It is the culmination of the working groups' policy work and is the cornerstone of the annual Washington, DC Doorknock, containing AmCham-China's policy recommendations for both the US and Chinese governments.

Public-Private Partnerships
As an organization, AmCham-China believes that public-private partnerships are a key tool for promoting policies that benefit consumers, businesses and overall development. Two model programs are the U.S.-China Aviation Cooperation Program (ACP) and Export Compliance Working Group (ECWG). These groups work with both the US and Chinese governments to improve areas like air safety and logistics and appropriate export controls. Public-private partnerships help ensure that regulations are in the best interest of all involved, and AmCham-China is committed to increasing these cooperative programs.

Speakers
Each month, AmCham-China organizes presentations by senior Chinese and US officials, academics, journalists, industry leaders and China specialists. Past guests have included President George H.W. Bush, Chairman of Chinese Security Regulatory Committee Shang Fulin, Heilongjiang Province Vice Governor Sun Yao, Beijing Vice Mayor Cheng Hong, New York Times columnist and author Thomas Friedman, and renowned philanthropist Jane Goodall, among many others.
