From August 28-29, the Chamber’s US-China Aviation Cooperation Program (ACP) co-hosted the General Aviation and Business Aviation Safety Symposium with the Civil Aviation Administration of China (CAAC) and the Asian Business Aviation Association (AsBAA).
The two-day event attracted approximately 200 attendees and featured presentations by representatives from CAAC headquarters and regional offices, the FAA, and key Chinese and US General Aviation and Business Aviation (GABA) industry stakeholders. Notable speakers included CAAC Flight Standards Department Director General Han Guangzu, ACP Co-Chair and FAA North Asia Senior Representative Noel Arbis, CAAC Flight Standards Department Deputy Director General Kong Fanwei, GABA Committee Co-Chair and Textron China Vice President of Government Affairs Rocky Zhang, FAA Safety Standards Office Director Mark Steinbicker, FAA General Aviation and Commercial Division Certification Section Aviation Safety Manager Christopher Yanni, and Capital Airports Holding Business Aviation Management Company Executive Director Li Yiyong.
The agenda featured presentations from 38 experts on topics such as Business Aviation Operation and Safety Best Practices, Helicopter Safety Management, and Operations and Training. Both Chinese and US experts shared insights on aviation safety regulations and explored opportunities for future cooperation in the aviation sector.
A key takeaway from the discussions was the consensus that further cooperation is needed to improve aviation safety standards, enhance safety in general and business aviation operations, reduce accident rates, and improve pilot training. Both the CAAC and FAA recognize the importance of the ACP framework, which has been fostering collaboration for over two decades.
DG Han Guangzu emphasized that flight safety is essential for advancing the high-quality development of general and business aviation. He also underscored the significance of the ACP as a vital platform for coordination and communication between the Chinese and US civil aviation sectors.

Events like this provide an opportunity for our companies to engage directly with senior Chinese aviation policymakers from both government and industry, discussing issues critical to business, safety, and the industry’s overall growth.
