Improving China’s Business Environment through Outreach, Engagement, and Advocacy Actions

As a primary pillar in our pursuit of improving the business environment and helping American companies succeed in China, AmCham China’s advocacy efforts address a wide scope of industry needs and extend from the central government to the local municipality levels. AmCham China advocates on behalf of our members’ evolving needs in the ever-changing China business landscape through a host of central and subnational government engagement efforts, large events such as the Annual Appreciation Dinner, and ongoing policy analysis and recommendations.

Policy Priorities

Our policy priorities – Build a Healthy Working Relationship, Ensure a Level Playing Field for FIEs, and Cooperate on Issues of Global Commons – are the culmination of discussions among AmCham China members and supported by data drawn from the annual China Business Climate Survey Report and the American Business in China White Paper.

Business Climate Survey Report

The annual China Business Climate Survey (BCS) Report serves as one of AmCham China’s most important advocacy tools, providing the US and Chinese governments with valuable insights into the performance, views, and experiences of the foreign business community in China. As such, a high response rate is critical for us to continue our strong advocacy efforts.

The Survey covers a wide range of topics, including those related to business operations, the regulatory environment, and the US-China relationship. In addition, there are also components dealing with everything from Environmental, Social, and Governance (ESG) strategies in China to cross-border data flows and cyber security. The BCS Report is free to download for members.

American Business in China White Paper

The American Business in China White Paper (White Paper) is one of AmCham China’s signature products and our flagship policy publication. It is driven through our 26 committees in Beijing and four regional offices to provide collective insights on the current business climate in China while setting our official position on the high-priority issues that affect the American business community in China.

The White Paper also serves as a year-on-year assessment of the progress made on policies and regulations and is a key platform for discussion and engagement with the Chinese and US governments.

Government Outreach

As a bridge between US business in China, the Chinese government, and the US government, AmCham China works between the worlds of policy and commerce on both sides of the US-China relationship to foster a business environment built upon mutual success and understanding. Through our yearly Appreciation Dinner, annual member delegation to Washington, DC, and our numerous, year-round meetings with Chinese government officials and entities, the Chamber’s efforts to strengthen the US-China business landscape have a long history of impact and cooperative success.

Appreciation Dinner

The Appreciation Dinner is an annual event held to thank Chinese and US government officials for their support of US companies in China and to celebrate collaborative relationships. The occasion also provides member company executives with an invaluable opportunity to network with hundreds of attending government officials who are supportive of AmCham China’s work and are crucial to furthering the cause of American business in China.

Since 2000, the Appreciation Dinner has served as a longstanding annual platform for the Chinese and US Governments to engage the AmCham China business community and to celebrate joint accomplishments over the year. As one of AmCham China’s largest signature events, the Appreciation Dinner routinely hosts over 500 attendees, including high-level government officials and executives from the business community as both guests and keynote speakers.

DC Outreach

Every year, AmCham China leads a delegation of China-based executives to Washington DC. Collectively our delegation represents hundreds of years of on-the-ground business experience in the Chinese market, sent to communicate the Chamber’s positions and influence the conversations on US-China relations in DC. During the week of meetings, the delegation meets with think tank representatives, members of Congress, various departments of the Executive branch, and the co-hosts 14th annual China Business Conference with the US Chamber of Commerce.

Social Impact Initiative

AmCham China launched the Social Impact Initiative in July 2020, focused on bringing together government agencies, research institutions, global experts, and AmCham China member companies to drive real change in the areas of public health and micro-, small-, and medium-sized enterprises (MSMEs) in China.

Initiative participants have engaged in a series of working sessions to share best practices, discuss solutions, and develop a report that showcases the “in China, for China” commitment of foreign-invested enterprises in China and generates positive social impact.

In 2019, AmCham China inaugurated a new tool, the “Flash Survey,” to enhance our ability to represent the views of our members on a near real-time basis on important developments impacting our businesses in China. Flash Survey reports are available for free download.
