On July 18, AmCham China President Michael Hart traveled to Dalian to present the 2022 American Business in China White Paper (White Paper) and to engage with local government leaders and member company representatives. His engagements included:

Meeting with Dalian Municipal People’s Government Vice Mayor Guo Yunfeng
Vice Mayor Guo Yunfeng, Commerce Bureau Director Li Hanguo, and Foreign Affairs Office Director Cheng Yingjun welcomed Hart along with members of AmCham China Northeast’s Executive Committee including, Dorman Kwan, Chang Liu, and Kim Michalk to the meeting.
In his opening remarks, Vice Mayor Guo thanked AmCham China for its efforts on behalf of Dalian Municipal Government in serving foreign companies in Dalian and acting as a bridge between the government and local foreign companies.
Vice Mayor Guo mentioned that Dalian has attracted many American companies such as Intel, Pfizer, IBM, Goodyear, Accenture, Walmart, and Dell and said that local government has always strived to provide the best business environment foreign companies. He added that Dalian was chosen last year as a “fast improvement city.” Guo also touched on the ongoing COVID-19 pandemic saying that while public health is always the government’s first priority, Dalian was also one of the first cities to launch the pilot program implementing the 7+3 quarantine policy.
For his part, Hart thanked the Vice Mayor for welcoming the AmCham China delegation. He praised the flexible polices of local government regarding COVID-19 regulations, saying they led to positive impacts on local foreign companies during outbreak periods. Hart also stressed the importance of White Paper and Flash Surveys as tools that help reveal the top concerns and key challenges facing member companies. He said he looks forward to continue to work jointly with the government find solutions and avenues to create a better environment for foreign businesses, their families, and the expatriate community at large. Despite the current challenges in the US-China relationship, he noted that the fact that trade between the two countries has increased last year reveal how the two economies are still closely linked.
Both the AmCham China delegation and the government officials stressed the importance of American businesses to Dalian and their joint hope for future investment. Northeast Executive Committee members also specifically thanked the local government for their efforts, organization, and continued production during the recent outbreaks.
2022 White Paper Delivery to President of CCPIT Dalian Sub-council
In the afternoon on the same day, AmCham China Northeast Chapter delivered the White Paper to President of CCPIT Dalian Sub-council, Sun Lianyun who was also accompanied by Vice President of CCPIT Dalian Sub-council, Dong Zhenming and Dept. Director of Commercial Consultancy of CCPIT Dalian Sub-council, Yuan Yu. President Sun welcomed Hart as the new President of AmCham China and thanked the Chamber for its efforts in serving foreign companies in Dalian.
2022 White Paper Exclusive Briefing and Reception for Northeast Chapter
The evening reception began with opening remarks from Ladon Ghalili, Chair of AmCham China Northeast Chapter, followed by speech from Vicky Guo, Co-chair of the Northeast Women’s Professional Committee. Hart joined the event to deliver an exclusive briefing on the 2022 White Paper to Northeast members.
